John Gaspar is a highly accomplished criminal justice professional with over five decades of experience spanning law enforcement, investigations, education, and leadership in both public and private sectors. He began his career in 1973 with the New York City Police Department (NYPD), where he served in a wide range of roles including Patrol Officer, Detective, Supervisor, Educator, Police Academy Instructor, and Curriculum Developer within the Police Bureau. During his tenure with the NYPD, John held prestigious assignments across several elite units including: Homicide and Death Investigations in both New York City and Florida Major Case Squad – specializing in bank robberies, terrorism, and high-profile crimes Organized Crime Control Bureau – with a focus on narcotics and public morals Intelligence Division – providing dignitary, celebrity, and principal protection Special Investigations Division, Terrorist Task Force, and the Forensic Hypnosis Unit Hostage Negotiation and Crisis Intervention Team Leader Crime Scene Forensics and Memory Retrieval Widely regarded as one of the top Forensic Hypnotists in the United States, John also served as a Master Crime Scene Investigator and Certified Fraud Examiner, specializing in white-collar and economic crimes. He has worked extensively on child abuse and abduction cases, and holds certifications as a Firearms Instructor, Defensive Tactics Instructor, and Threat Assessment Specialist. Following his retirement from the NYPD, John transitioned to leadership in the private sector as CEO of a multi-state Private Detective and Security Agency employing over 250 personnel. His exemplary work earned him a Proclamation from the City of New York and a term as President of the Society of Professional Investigators. He later continued his public service as Director of Professional Standards, Police Accreditation, and Training with the Flagler County Sheriff’s Office in Florida, leading the agency through successful state and national accreditation. John is also a dedicated educator, having taught at prestigious institutions including St. John's University, John Jay College of Criminal Justice, Daytona State College, and Bethune-Cookman University. He has served as Crime Scene Investigations Program Coordinator and Dean of Academic Affairs at Keiser University, shaping the next generation of forensic and investigative professionals. Currently, John Gaspar is the Founder and President of Specterrays, a respected investigative agency serving clients across the United States and beyond. Scott Franz brings extensive expertise in the detection, suppression, and apprehension of Organized Retail Crime (ORC). He has led numerous in-depth investigations resulting in the arrest and successful prosecution of ORC suspects, working in close coordination with local, state, and federal law enforcement agencies. His efforts have also involved collaboration with private corporations that have suffered multimillion-dollar losses due to retail theft and fraud. Scott has built strong professional partnerships with national corporations by integrating law enforcement resources with those of the private sector. This collaborative strategy has proven effective in addressing ORC trends that impact communities throughout Florida and across the United States. Beyond ORC, Scott has conducted long-term investigations into social welfare fraud, uncovering schemes that led to multimillion-dollar losses for taxpayers. These investigations were made possible through productive partnerships between his local agency and various state and federal entities. He has also led numerous complex identity theft investigations involving hundreds of victims from across the country. The perpetrators operated highly sophisticated criminal networks designed to defraud individuals and corporations through identity theft, credit card fraud, synthetic identities, and money laundering operations.

Barry Brannon

Environmental and Oceanographic Engineer

Barry Brannon began his professional journey in Environmental and Oceanographic Engineering, earning a Bachelor of Science degree in the discipline. His early career included corporate and consulting roles with the U.S. Army Corps of Engineers, the Environmental Protection Agency (EPA), and organizations within the oil, biohazard, and gas sectors. During this time, he developed extensive research expertise in soil, fluid, and chemical analysis. Transitioning into the financial sector, Barry took on senior-level roles in banking and brokerage, where he gained valuable experience in operations and business development. Drawing from his diverse background, Barry now serves as an environmental investigator, focusing on toxic waste and OSHA-related investigations. His investigative work spans multiple specialties, including photographic and vehicle surveillance, forensic analysis, and private contracting for attorneys and insurance companies. Barry also has years of experience in executive protection, serving as the lead specialist responsible for the safety and security of a corporate executive and their family. His broad skill set includes logistics coordination, threat assessment, secure transportation, safe room provision, counter-surveillance (bug and wire detection), and event security management. In the private security industry, Barry has held senior leadership roles, including National Director and later President of Marlin Central Monitoring—the nation’s largest independent monitoring facility at the time. Under his leadership, he successfully executed a full operational and financial turnaround, transforming the company into a nationally recognized brand offering advanced video monitoring, virtual guard services, and alarm event verification. He also led the creation of a ground-up security department and monitoring center for a Fortune 45 medical corporation. Barry maintains active Florida State Licenses (D, G, and C) and continues to build on his professional qualifications. Today, he partners with Specterrays and John Gaspar, Private Investigator, forming a seasoned and multifaceted team. Zach Porter

Combat Engineer

Zach Porter brings over 14 years of dedicated service as a Combat Engineer in the United States Army, where he developed deep expertise in route clearance, counter-IED operations, and tactical engineering. In 2011, he deployed to Afghanistan in support of Operation Enduring Freedom, completing a demanding 14-month tour in the Lachman and Paktika provinces. His proficiency in handling IEDs, UXOs, urban warfare, counter-mobility, and counterinsurgency earned him recognition as a subject matter expert. Following his military career, Zach continued serving in global security as a Department of Defense contractor, supporting Operation Freedom Sentinel and Operation Resolute Support in Kandahar, Afghanistan. His contributions abroad total over 800 days of overseas experience in high-risk operational environments. Zach has established collaborative partnerships with law enforcement agencies across the country, including leading cross-training initiatives with bomb squads and SWAT teams. In 2013, he co-founded Daytona Custom Tactical LLC, a company focused on supplying high-performance tactical gear and offering advanced training programs tailored for law enforcement professionals. Currently, Zach serves as Lead Investigator at Specterrays Investigations & Forensic Services. He specializes in open-source intelligence (OSINT) and Python3 web scraping, utilizing advanced analytical techniques to uncover actionable intelligence. His role as an Intelligence Analyst emphasizes his strength in interpreting complex data sets and supporting strategic decision-making. Zach’s credentials also include expertise in WPS2 and advanced executive protection, with experience in diplomatic security and high-risk protective services, further reinforcing his capabilities in safeguarding individuals, assets, and sensitive operations.
